Learning andDevelopment Support Scheme (LDSS) for the adult social care workforce offered by the Department of Health and Social Care (DHSC) 2024 to 2025.
The Government has announced a new fund which has replaced the Workforce Development Fund.
This fund is centrally administered by NHS Business Services and is not connected to Skills for Care or BCA.
This scheme is for eligible courses and qualifications that have been both paid for and started between 1 April 2024 and 31 March 2025(inclusive). A list of ‘Eligible training courses and qualifications’ has been published.
This funding eligibility criteria is applicable to non-regulated care staff, including deputy and CQC-registered managers and agency staff inEngland, and ASC employers seeking reimbursement for all of the courses and qualifications listed in ‘Eligible training courses and qualifications’. There are no restrictions on the number of hours that care staff must be contracted for to be eligible for this support.
To qualify for the LDSS, individuals must be employed by an employer (including local authorities) that meets all of the following criteria. The employer must:
· provide an ASC service
· directly employ care staff in England
· complete, or have already completed, the Adult Social Care Workforce Data Set
This scheme is administered by the NHS Business ServicesAuthority (NHSBSA) on behalf of DHSC. NHSBSA operates a new digital online claims service, which employers of eligible care staff can use to submit claims for the LDSS. This claims service is now live. ASC employers can express their interest in being invited to use the service by completing this form.
The claims process will differ - whether the claim is for a training course or a qualification.
Note that the overall funding pot is limited and it does not fund apprenticeships. Once this funding pot has been exhausted, claims submitted will not receive reimbursement.

The Bradford Cares Recruitment Portal for AdultSocial Care has been developed for two main purposes: for care providers to advertise their job vacancies; and to inform individuals looking for work about the sector, the range of jobs available and the career / progression opportunities the sector can offer.
Bradford Cares will become a 'one stop shop' to help 'match' people looking for work in the adult care sector with care providers who have job vacancies.
BCA will provide a service for independent care providers, who are BCA members, to upload their job vacancies to the portal for no charge.

The Wheels to Care project offers an exciting opportunity for Home Support providers to increase workforce capacity, through providing a lease vehicle to enable the recruitment of new staff and / or providing existing staff who cannot drive or don’t have access to a vehicle.
The project supports the cost for the first 6 months of the fully managed lease of a 50cc or 125cc moped to the care worker from Wheels to Work (a national Charity), insurance and safety equipment, plus provisional driving licence costs and CBT training where necessary.
BCA have sufficient funds (from HEE) to support up to 20care workers through this project, so email angela@bradfordcareassociation.org if your Home Support organisation would like to be involved.
Yorkshire and Humber have received almost £1.4 million from DHSC to assist care providers with ethical international recruitment (IR) with ADASS, Leeds City Council and the YH Care Association Alliance managing the use and disbursement of this funding. There will be a range of support available for care providers, including a ‘one stop advice hub’, free webinars, resources, and toolkits, as well as bursaries to help with the cost of IR.
